National Stormwater Testing and Evaluation for Products and Practices

The National Stormwater Testing and Evaluation for Products and Practices (STEPP) Initiative seeks to improve water quality by accelerating the implementation and adoption of innovative stormwater management technologies by removing current barriers to innovation, creating regulatory confidence, minimizing duplicative performance evaluation efforts, and establishing a common framework for testing and evaluating both public domain and proprietary stormwater control measures.

As of late 2020/early 2021, the current status of STEPP reflects a strategic shift in leadership from WEF to the National Municipal Stormwater Alliance (NMSA).  This migration leverages the investment of WEF’s establishment and incubation of STEPP by bringing the program closer to the end users of stormwater products and practices.  To support the activities needed to accelerate the development and eventual launch of STEPP as a fully-functioning program, NMSA is working to collect the necessary seed funding to support STEPP in 2021 and beyond, and to do so in an accelerated fashion.
