The House of Delegates is the deliberative and representational body of WEF. It advises the Board on matters of strategic direction and public-policy development, and has the authority to elect and remove Trustees only to the extent provided for in the Bylaws.

Leadership

Scott Aurit, Speaker
Job Title: Vice President; NE/IA Pump Stations and Pipelines Business Class Lead, HDR
City and State: Omaha, Nebraska
Member Association:  Nebraska WEA

Scott graduated from the University of Nebraska with a degree in Biological Systems Engineering in 1999. He is currently serving as the Nebraska/Iowa Pump Stations & Pipelines Business Class Lead at HDR. Scott is spent most of his career working on combined sewer overflow programs and his project management experience includes numerous wastewater conveyance and treatment projects. Scott has served in various roles and committees in NWEA and WEF over the past 20 years, including NWEA president and as a WEF delegate for six years. Scott is an active member in the WEF Collection Systems Committee and helped host the Collection Systems Conference in Omaha in 2017. Scott is very active with his four kids watching them participate in the Cornhusker Marching Band, High School Marching Band/Show Choir, and coaching his youngest son in baseball.

Peter Garvey, Speaker-Elect

Peter Garvey earned his degree in Environmental Engineering from Trinity College Dublin. After beginning his career in the UK, he emigrated to the United States, where he has dedicated his professional life to helping public sector clients address their most complex clean water challenges.

In 2025, Peter joined BETA Group, Inc. as an employee-owner and Vice President, focusing on expanding BETA’s clean water practice throughout New England.

Peter has held numerous leadership roles within NEWEA, including Chair of the Collection Systems Committee (2017–2020) and NEWEA Delegate to WEF (2020–2023). In 2023, he was selected to serve a three-year term as WEF Delegate-at-Large, representing WEF’s Water Advocacy program. His advocacy work has included growing the ranks of Water Advocates, frequent articles and presentations on the topic and representing multiple states during Congressional briefings on Capitol Hill to promote clean water funding and common-sense regulations. When his Delegate-at-Large term concludes in September 2026, Peter will step into the role of Speaker of WEF’s House of Delegates.

Peter is a registered Professional Engineer in seven states, a proud recipient of the Golden Manhole Award, and a member of the Select Society of Sanitary Sludge Shovelers.

WEF Volunteer Service Recognition

WEF volunteers are the lifeblood of the organization and it is our honor to recognize our outstanding volunteers.
