While the comments you have received should have all been very helpful, to be honest with you, the only rational way to determine the appropriate course of action to lower the effluent nitrate concentration is to model you system on one of the modern models now available (eg Biowin). The results of this modelling will tell you whether what you  want is feasible with the wastewater and the plant configuration that you have. You can also use these models to tell you  the effect of various plant configuration changes and operating modifications (eg carbon source addition).

I concur with reducing air and would go with lowering D.O. to 2.0 mg/l or less in the oxic zones to force utilization of nitrate for respiration, or extend the second anoxic zone?
