As stated, there are cameras that can be used for this purpose. I would think all wastewater collection agencies would at times need personnel to do this.  I've got some ideas now for keeping the fall protection cable attached above ground while addressing the cable change of direction. Walking/crawling through sewers seems like an accident waiting to happen.  I would think the Utility's liability is fairly significant in such situations.  A safety line could be connected to the sled for retrieval in case the inspector should pass out. They have fall protection connected to their harness to the bottom of the pipe but must disconnect to walk the line.
