Is their a Quality Assurance Manual Template that is available to small labs? We are a small municipal lab and do not have the resources to develop this from scratch.

This link is to a free guidance document on QAQC for the small lab and is a great guide to follow. It is not a Quality Manual per se, but helps you in the process of building one.
The NELAC Institute is also in the process of creating a guidance document that helps the small lab put together a basic quality system and documentation....but it isn't quite ready. Stay tuned!!
