Does anyone have any idea or best SWAG on how many permitted facilities( i.e. KPDES or NPDES) there are in the U.S. or a avenue to get this info  Thanks mike

You could contact each of the EPA regions, who have overall responsibility for oversight on NPDES permitting; and, ask them the question. You might have to speak with more than one person per region. And, you might not get completely accurate numbers.

I'm not familiar with KPDES. What's is stand for?

Google "ECHO EPA"  that gives you a link to the EPA's compliance and enforcement website.  Terrible search interface and unreliable data on compliance until they upgrade to ICIS in August of 2008, but it does have all the facilities in it.
