William J. Orchard was a dedicated water environment professional who was instrumental in the formation of the Water Environment Federation (WEF) in 1928.

In tribute to Mr. Orchard, the WEF Presidential Recognition Award is presented in special circumstances, by the WEF President, to recognize an individual whose significant and specific accomplishments on behalf of the Water Environment Federation parallel those of Mr.Orchard.

Criteria:

• Demonstrated accomplishments on behalf of WEF that are not recognized by other WEF awards.
• Significant and specific act or acts which bring clear and measurable distinction or benefit to WEF in an area of strategic importance.
• Members and non-members are eligible, when their contribution is consistent with the strategic interests of WEF.
• The award may not be given annually, rather only from time to time when circumstances warrant.
