Water agencies must hire a number of outside "contractors" who specialize in a technical area. Contractors are hired for construction, electrical work, maintenance, or handling large earth-moving equipment. These specialists work under a "contract," which is a type of legal agreement. The contract governs the work to be done and the amount of money to be paid over a specified period of time. The contracts manager makes sure that:
- contractors are doing the work they are supposed to be doing -- no more and no less;
- the right amount of money is being spent on the right schedule;
- all legal, insurance, and safety issues are properly handled;
- contractors follow company guidelines for equal opportunities.
