NPDES Permits Program Overview Course for Permittees ― Including New and Emerging Issues
This two day training course was developed for attendees from Puerto Rico and the U.S. Virgin Islands. The course instruction and reference materials will be provided in English.
The National Pollutant Discharge Elimination System (NPDES) permitting program is authorized under the Clean Water Act (CWA) to control the discharge of pollutants from industrial and municipal point sources to waters of the United States.
The permit development and issuance process requires a significant investment of resources for both the permitting authority and the permit holder. Currently, EPA provides training on the basic requirements and methods for issuing NPDES Permits to permit writers. This course will provide similar training for the permit holder and focus on a process to foster increased involvement in permit development and implementation.
The objective of this course is to increase understanding by both the permit holder and permit writer as a means to help reduce permit issuance time and lead to increased permit compliance.
The program will include lecture and discussion, and provide the attendee with a strong understanding of the purpose of the NPDES program as well as the mechanics for developing, issuing, and implementing an NPDES permit. Legal issues, innovative tools (electronic tools), and new water quality approaches to permitting will all be addressed. Please see the seminar brochure for more details on the conference program.
